National Wellbeing and HIV Commission

This department was comprised of a multisectoral National Advisory Committee on HIV/AIDS, and an operational arm referred to as the National HIV Commission Secretariat.

The Secretariat is managed by a Director who leads a team of technical and support personnel to oversee the daily management of the national programme. On Tuesday, February 27, 2024, a Cabinet Decision was issued officially changing the Commission’s name to the National Wellbeing and HIV Commission (hereafter referred to as NWHC or the Commission).

According to the Cabinet Decision dated October 31, 2024, the Commission would remain the government agency: “that advises the government on plans and policies to effectively manage, control and reduce the spread of HIV in Barbados and mobilises widespread community participation and supports their involvement in HIV-related programmes”.

Mission

 The National Well Being and HIV Commission (NWHC) commits to preventing the spread of HIV/STIs and reducing the impact of social development issues in Barbados by developing and implementing targeted policies, interventions and programmes; and by mobilizing and supporting widespread community participation to improve the lives of people living in Barbados.

Objectives

To coordinate the provision of supplemental social support for vulnerable persons including those infected with and affected by HIV at least once a quarter during the financial year.

To implement three (3) social development interventions annually targeting priority populations.

\

To facilitate at least one (1) capacity-building programme, annually where applicable, for the strategic partners of the National Well-Being and HIV Commission.

\

To evaluate key initiatives and projects conducted during the current financial year within three (3) to six (6) months of project completion.

\

To fully administer the Civil Society Grant Scheme funds for projects aligned with the designated priorities at least ten (10) months of the start of the financial year.

Target Population

Wellbeing is a multidimensional construct, as such its operationalisation demands intersectoral collaboration. This requires the formation of robust strategic partnerships and partnership fora to promote joint programme development.
